Southern Utah has been one of the most active new construction markets in the West for the past several years, and building activity across St. George, Washington, Hurricane, and Ivins is still strong. As of this summer, 22 builders are selling in 77 active new home communities across Washington County, with new homes starting around $330K, averaging about $530K, and running well above $2M for luxury custom builds. Completed and near-completion inventory is available right now across every one of those price points.

The New Construction Market Right Now

Timing context matters more than usual this year. Mortgage rates have settled into the mid-6s, with the 30-year fixed averaging about 6.4% in early July, and Washington County builders pulled fewer permits in 2025 than the year before. Slower permits plus standing inventory means motivated builders: nationally, roughly two-thirds of builders are offering incentives right now, averaging around 7% of asking price, which is double what was typical before 2020. Locally that shows up as advertised rate buydowns, first-time buyer programs, and reduced pricing on completed homes. For buyers, this is the most leverage new construction shoppers have had here in years, if you know where to apply it.


Where New Construction Is Active Right Now

Building activity is spread across Washington County, and each area attracts a different buyer depending on lifestyle, budget, and what they're looking for day to day.

St. George

The most established market with the most amenity access, including medical, dining, shopping, and services, and now home to the county's three biggest master plans: Desert Color on the south end with its lagoon and a dozen builders, Divario on the west side with eight builders across 730 acres, and Desert Canyons growing around the airport. Infill building continues in established neighborhoods too.

Price range: High $300s for townhomes to $2M+ for custom and luxury builds.

Washington & Washington Fields

One of the most active new construction corridors in the county. Master-planned growth, newer infrastructure, and strong value relative to comparable St. George neighborhoods. Good school access and easy commute to both St. George and Hurricane. Washington Fields in particular has seen significant builder activity with modern layouts and competitive pricing, and Long Valley now offers the least expensive new single-family homes in the county.

Price range: Mid $300s to $1.2M+.

Hurricane

The most recreation-driven new construction market in the county. Builders here are actively targeting buyers who want RV garages, Sand Hollow access, and toy-friendly neighborhoods. Dixie Springs and the Sand Hollow corridor have significant current inventory, a brand-new community (Cielo) just opened this month, and purpose-built RV garage homes with 50-foot bays are a staple here at prices that compare favorably to St. George.

Price range: High $300s to $1M+ for RV garage and lifestyle builds.

Black Desert Resort, Ivins

The most significant luxury new construction story in Southern Utah right now. Built around a Tom Weiskopf PGA Tour course in Ivins with resort hotel, amenities, and a growing high-end residential community. Still in earlier development phases, which means buyers can enter at pre-maturity pricing with strong appreciation potential as the resort builds out. Snow Canyon proximity and dramatic Ivins scenery. Richmond American is also building conventional single-family in Ivins at Vista Estates and Desert Cove.

Price range: $800K to $3M+ for resort residences; conventional Ivins new builds from the mid $500s.

Best for: Luxury buyers with an investment mindset and a longer time horizon.

Firelight, Toquerville

The newest active adult community in Southern Utah, developed by the same group behind SunRiver St. George. Located in Toquerville with mountain and valley views, modern construction, and a lifestyle-forward approach to 55+ living. If SunRiver is full or no longer has the right inventory, Firelight is the natural next step. Still in earlier phases with good lot selection available. Best for: Active adult buyers who want a new SunRiver-style community with current inventory.

The Ledges & Luxury Custom

Custom and semi-custom lot building is still active at The Ledges and in parts of Ivins. If you want to build on a specific view lot or work with a custom builder on a design that's actually yours, this is the tier to look at. Longer timelines but significantly more control over finishes, layout, and lot position.

Price range: $1.2M to $4M+ depending on lot and build.

Best for: Buyers with time and a strong preference for custom over production.

Who's Building in the St. George Area

Knowing the builder matters as much as knowing the community, because build quality, warranty follow-through, and how a builder handles problems vary more than their model homes suggest. The current field breaks into three groups.

Local Southern Utah builders. Ence Homes has been building here for 65+ years and is active in St. George, Hurricane, and Divario. S&S Homes is the local semi-custom standard-bearer, 40+ years in, building at Divario, Washington Fields, and Desert Canyons at the higher end. Salisbury Homes focuses on attainability, with four active subdivisions and a Smart Start program launched this spring offering $20,000 to $40,000 in savings for first-time buyers and local heroes like nurses, teachers, and first responders. Sullivan Homes is a longtime local custom builder and Parade of Homes regular. SunRiver Communities builds the area's 55+ communities, and Cole West just opened Cielo in Hurricane this month.

Utah regional builders. Visionary Homes is the area's volume and affordability leader, selling in nine local communities including Desert Color, Divario, and Legacy at Sand Hollow, with a new luxury townhome line (Desert Zen at Divario) arriving this summer. Holmes Homes builds at Desert Color and in Hurricane. Ivory Homes, Utah's largest builder, runs six local communities from entry-level villas to $900K+ hillside homes at Sienna Hills. Fieldstone, Henry Walker, and Perry Homes round out the regional group.

National builders. D.R. Horton owns the entry-level story with Long Valley in Washington, a 600-acre master plan with the county's lowest new-build pricing and a full amenity package. Richmond American runs five communities across Hurricane, Ivins, and Washington. Toll Brothers builds the 55+ Regency at Desert Color, and Lennar and Pulte both have a Southern Utah presence at Divario and Desert Color.

I don't publish builder rankings, because the honest answer depends on the specific community, the specific superintendent, and the year. But I walk buyers through every one of these builders' products, I've seen how they handle warranty claims after closing, and I'll tell you privately what I've seen, good and bad, before you commit. Builder Incentives in the Current Market

Builder incentive programs have become a significant part of the new construction story in Southern Utah, and understanding how they actually work is important before you start comparing homes.

The most common incentive right now is the interest rate buy-down, where the builder pays upfront to reduce your mortgage rate for a set period (2-1 buy-down) or permanently. This can meaningfully lower your monthly payment and is sometimes worth more in real dollars than a price reduction of the same headline amount. Builders typically offer these through their preferred lender, which is worth scrutinizing. The rate buy-down may be competitive, but the preferred lender's overall loan terms may or may not be the best available to you.

To make it concrete, here's what's being advertised locally as of July 2026: D.R. Horton has promoted financing in the low-4s on select Long Valley homes through its affiliated lender, a huge spread against the mid-6s market rate. Salisbury's Smart Start program puts $20K to $40K on the table for qualifying first-time buyers and local heroes. Holmes is running seasonal savings at Desert Color, and Richmond American has current-deal flags on all five of its local communities. These programs change monthly and always have conditions attached.

Other common incentives include:

  • Closing cost credits: Builder pays a portion of your closing costs, reducing cash needed at settlement
  • Upgrade packages: Appliances, flooring, countertops, or landscaping included at no additional cost
  • Lot premium waivers: Elimination or reduction of premiums on view or corner lots
  • Move-in packages: Refrigerator, washer/dryer, or window coverings included
  • Price reductions on standing inventory: Completed homes that haven't sold are often the most negotiable

Important: Builder incentives are often tied to using the builder's preferred lender and closing on the builder's timeline. The incentive package can look very different once you read the fine print, particularly if your financing changes or the timeline shifts. Should You Use the Builder's Agent?

This comes up on every new construction showing, so it's worth being direct about it.

The agent you meet at the model home or sales office represents the builder, not you. They are paid by the builder, trained by the builder, and their job is to protect the builder's pricing, timelines, and contract terms. That doesn't make them dishonest. It makes their role structurally different from buyer representation.

Here's what independent representation actually gets you in a new construction transaction:

  • Lot selection advice: Which lots have the best long-term resale position, view orientation, and privacy; which to avoid
  • Contract review: Builder contracts are written by the builder's attorneys and favor the builder; knowing what's standard vs. negotiable matters
  • Incentive analysis: Understanding whether the buy-down, credit, or upgrade package is actually a good deal relative to the purchase price
  • Upgrade guidance: Which upgrades add real resale value and which are builder margin you won't recoup
  • Phase and timing strategy: When to move on a phase release and when to wait for standing inventory
  • Inspection coordination: New builds should have an independent inspection; I coordinate this and use it to build a punch list before closing
  • Closing protection: Builder timelines slip; knowing your rights and options when that happens is important

In most cases builder representation still doesn't cost you anything as a buyer, because most builders here continue to pay the buyer's agent. But since the industry rule changes, compensation now varies builder to builder and community to community, so the practical advice for 2026 is this: connect with your agent before your first sales office visit. Many builders register you on that first walk-in, and showing up unrepresented can lock you out of adding representation later. One text to me before you go protects your options and costs you nothing.


New Construction and Resale Value

Not all new construction holds value equally, and in a market with as much building activity as Southern Utah, the choices you make during the purchase have real long-term consequences.

The variables that matter most for resale on a new build:

  • Lot position within the community. A view lot or open-space-adjacent lot will hold a resale premium. An interior lot surrounded by other homes has less differentiation and is more subject to future competition from new phases.
  • Builder reputation and build quality. Some builders in this market have stronger track records than others for quality, warranty follow-through, and neighborhood management. Knowing the difference before you buy protects you later.
  • Community trajectory. A community in its first phase with strong demand has different resale dynamics than one in its fourth phase with standing inventory still available. Where you buy in the build-out cycle affects your entry pricing and your exit options.
  • Upgrade choices. Kitchen finishes, flooring, and primary bath upgrades generally carry more resale weight than elaborate AV systems or highly personalized design choices. The goal is upgrades that a future buyer will want, not just what you personally prefer.
