Most of Hildale has no HOA at all, which is exactly why a lot of my buyers look here in the first place. No design committee, no letter about your trailer, no monthly dues buying you a clubhouse you will not use. This page keeps the current no-HOA listings in one place, and I still read title carefully on every one, because the occasional recorded restriction shows up where you least expect it.
Hildale sits at about 5,000 feet directly beneath the sandstone walls of Canaan Mountain, on the Utah side of the state line it shares with Colorado City, Arizona, about 42 miles from both St. George and Zion's south entrance. The setting is honestly one of the most dramatic of any town in Washington County, with the Water Canyon trailhead a couple of miles from town leading to waterfalls and slot canyon country. The town has spent the last decade opening up and reinventing itself, and for buyers the story is simple: you get more house here per dollar than anywhere else in the county.
What Hildale's code allows
Hildale runs its own zoning with standard residential zones, agricultural zones, and a couple of things worth knowing. Accessory dwelling units are allowed in any residential or agricultural zone, attached or detached, with a rental permit required and an owner occupancy requirement on the main home before you can rent the ADU, and a detached ADU cannot be used as a short term rental. Lodging operates under a bed and breakfast and residential hosting chapter with business licensing. Animal keeping for recreation and family food production is permitted in the larger lot residential zones. As the code has been through revisions, I confirm the current rules on any specific parcel with the city as part of due diligence.

Is most of Hildale really HOA-free?
The large majority of it, yes, which is a big part of the appeal. No dues, no design committee, no letters. Zoning still applies, so it is not a free-for-all, but the rules come from the town, not a board of neighbors.
What replaces the HOA's role here?
The recorded documents and the jurisdiction's code. I read title on every purchase for old restrictions, easements, and road maintenance agreements, which in rural areas matter far more than any HOA ever did.
