Honest expectations first: Ivins is mostly association territory. The town's newer neighborhoods, its resort communities, and all of Kayenta run on HOAs and design review, which is much of why the place looks the way it does. The verified no-HOA exception is the original Ivins Townsite, the historic grid at the center of town, where third-acre lots and mature trees come without a monthly bill or a board. Utah's HOA registry makes verification a five-minute check on any address, and I run it on every "no HOA" claim because listings get this wrong constantly.
What no-HOA does not mean in Ivins: no rules. The city itself enforces the strictest lighting code in the county at every address, the RV rules apply citywide, new construction carries the mandatory two-car garage, and recorded covenants from an original plat can bind a lot even where no association collects dues. For most no-HOA buyers, who mainly want to skip the dues and the board meetings while keeping a town that protects its dark skies, the Townsite trade is exactly right, and its remodel-friendly housing stock from the $300s up is where I'd start the search.
